and his U.S. surrogates campaigned and bloviated with promises to accomplish the expansion.

The Pentagon is cost-cutting, though; it'll save $2 billion by closing bases. I don't think Trump, Paul Ryan and the likes need prodding from "Vlad" when it comes to giving the military more.
