Has every witness in Dealey Plaza been identified 100% except the Babushka Lady, Umbrella Man, and Dark Skinned Man?

Not at all. You may call them witnesses or you may call them bystanders.

The Umbrella  man was identified in the 70's and testified at the House Select Commision on Assassinations

Louie Steven Witt came forward and I.D.'d HIMSELF as being the Umbrella Man. Not a single JFK Assassination eyewitness or anyone else has Ever corroborated his claim as being the Umbrella Man. Witt's testimony before the HSCA regarding his physical actions as the JFK Limo approached his alleged Dealey Plaza position contradict ALL of the images of the Umbrella Man captured on 11/22/63. Either, (1) Witt is Not the Umbrella Man, or (2) The Images of the Umbrella Man taken on 11/22/63 have been Altered.

Witt had a strong physical resemblance to TUM.

Witt was standing on top of the sidewalk's inner curbstone, which he called a "retaining wall." Critics mistook this term to mean another place in the plaza.

Above: The inner curbstone controlling soil slippage.

The umbrella rotates back-and-forth on its spindle as the car goes by, meaning Witt was having trouble keeping the umbrella steady in the wind.

Witt testified before the HSCA that he was startled/surprised to suddenly see the JFK Limo coming down Elm St toward his position on The Knoll. Upon seeing the Limo, he said he then started moving directly down the knoll toward Elm St while simultaneously attempting to open his umbrella. He said he had trouble getting his umbrella to open and that by the time he did manage to open it that the JFK Limo had already passed by him. Witt said due to his concentrating on/ fighting to open his umbrella, he did Not see what was going on inside the JFK Limo as it approached him. Both the Bronson slide and Willis 5 clearly show the Umbrella Man to be standing Dead Still and Directly facing the oncoming JFK Limo as it is traveling toward him. Witt's HSCA testimony does Not come close to matching what we see on Willis 5 or the Bronson slide. Witt was Not shown Willis 5 or the Bronson slide during his HSCA appearance. Witt was shown the pic which you mentioned bears a strong resemblance to him. Witt Did ID the guy sitting on the retaining wall in that photo as being him. That photo was taken AFTER the assassination. Willis 5 and the Bronson slide were taken BEFORE the assassination. Witt did testify that after Moving down The Knoll and finally getting his umbrella open he "sat down".

Not sure I buy that Witt was the UM. I think it's still an open item along with his "buddy" next to him.
