Question...Who was the first person to issue that proclamation?

Answer....An FBI Agent named James Hosty.

At about 2:50 PM on 11/22/63 FBI agent James W. Hosty informed a DPD Detective named Jack Revill, that  Lee Harvey Oswald a Communist had murdered President Kennedy.

In the past few days the scribbled notes of the interrogators of Lee Oswald have been posted in this forum.  The contents of the notes has been hotly debated, but one vital point has been generally ignored ...That is; The time of the commencement of the interrogation. The time is recorded right there on the notes...3:15 pm.

It was subsequent to the commencement of the interrogation that the interrogators learned the suspect's name was Lee Oswald .....And yet FBI agent James Hosty had informed Jack Revill that a communist named Lee Oswald, had murdered the President twenty-five minutes prior to the commencement of the interrogation.

I would like to point out that in the only other encounter with the police Lee Oswald had demanded that an FBI agent be present before he would answer any questions...

Perhaps a few students will recall that when Lee Oswald was arrested for being involved in a shouting match with a Cuban refugee in New Orleans, which resulted in a charge of  disturbing the peace, he demanded that an FBI agent come to the New Orleans jail.

Question:.....  Did Lee Oswald identify himself and demand that an FBI agent be present at Dallas Police headquarters??

Hosty was the FBI agent in charge of Oswald's file.  He knew his background including his pro-commie views.  Oswald had multiple IDs in his own name when he is arrested at about 1:50pm.  His name was passed on to the FBI and Hosty around 2pm.  So what could be so mysterious about Hosty knowing that LHO was a Communist at 3:15pm?  Bizarre.

OK...No Problem....  So Lee immediately told them...."My Name is Lee Oswald and I live at 1026 N. Beckley, where I'm registered  as O.H. Lee....Fritz didn't talk to Lee until about 2:45 ...But we know that other detectives were questioning Lee before Fritz returned to Headquarters..... But J. Edgar Hoover in FBI Headquarters in Washington DC knew his identity before 2:15 pm, because Hosty said that at 2:15 SAIC Gordon Shanklin was on the phone with Belmont in Washington DC, and Belmont told Shanklin to send Hosty over to the TSBD to interrogate Lee Harvey Oswald.  It's possible that FBI agent James Bookhout was at the DPD when Lee Oswald was brought into the DPD headquarters, and he immediately called Washington DC and informed them that Lee Oswald had been taken alive.( Look at the scribbled notes, Fritz says that B O present )

That's kind interesting....Why would Hosty try to intimidate Lee by telling him that the FBI knew that he had been in contact with the Soviet Embassy?    What was the point?

As a side note...

He [Oswald] had been interviewed by other F.B.I. agents and described in their reports as an avowed communist, a potential spy and a heavy drinker, but never as a potential assassin.

Mr. STERN. Now tell us what the reason for your making this affidavit was.
Mr. HOSTY. It was to refute the story that appeared in the Dallas Morning News on April 24, 1964, to set the record straight as to what actually did take place in my conversation with Lieutenant Revill.
Mr. STERN. What did that story state?
Mr. HOSTY. It stated in substance, alleged that I was aware that Lee Harvey Oswald was capable of assassinating the President of the United States, but did not dream he would do it.
Mr. STERN. Did you say that?
Mr. HOSTY. No, sir. I want to state for the record at this time that I unequivocally deny ever having made the statement to Lieutenant Revill or to anyone else that, "We knew Lee Harvey Oswald was capable of assassinating the President of the United States, we didn't dream he would do it."
I also want to state at this time that I made no statement to Lieutenant Revill or to any other individual at any time that I or anyone else in the FBI knew that Lee Harvey Oswald was capable of assassinating the President of the United States or possessed any potential for violence.
Prior to the assassination of the President of the United States, I had no information indicating violence on the part of Lee Harvey Oswald. I wish the record to so read.

Hosty was not in hot water with Mr Hoover. He was totally in the crapper. Some of these guys were ready to snitch on their own mother to get out of way of the Director's falling axe.

As a side note...

Just to keep the record straight ....  Hosty did NOT deny the encounter with Jack Revill....   But Hosty DID attempt to lie his way clear of making the rash statement that the FBI knew that Lee Oswald was capable of murdering the President. 

Hosty knew that Lee had made the hollow threat that "Someone should shoot that S-O-B Kennedy" and Hosty was working under the scheme that Lee Oswald would be linked to Fidel Castro when he blurted that out to Jack Revill.   Hosty thought the plan was to show that Lee Oswald was an agent of Fidel Castro, and use the murder of JFK as a pretext to attack Cuba.
