Look at all the attention the building is getting after Jimmy pointed his camera at it.  Hmm... After a meet with Bob.  Hmm... But where is Jimmy going?  Did he not hear about the gun?  Hmm... What did Haygood say?  "His best guess is it came from that building".  Ahh.
Underwood was at that same meet but needed a kid to get him a just a little more excited about the building than he is in that Hughes clip.

     We continue seeing images which do Not reflect what we believe was going on/suspected at that point in time. More times than not the obvious answer is Incorrect Time Stamping of an image.

    Just my guess but I believe that hippity-hop is connected to mud/puddles back in the Rail Road area.

That attention to Darnell/Cook filming the westside of the TSBD by Robert Hughes includes Hughes himself. The first thing Hughes films after leaving the east shelter via the sidewalk to the live oak tree is to find a break in the tree foliage and film the SW corner from top down, barely including an open 5th floor window on the west side.
Sidebar – does anyone know the wording on that sign in the parking area just west of the carport?
