He thought that it would appear that he had taken a shot at JFK ( just as it appeared that he had taken a shot at Walker. ) He thought the scheme was a way to get accepted inside Castro's island bastion but if someone took a photo of him doing something innocuous at the time when he was supposedly taking a pot shot at JFK and that photo surfaced after he was in Cuba....
