It appears to me that he isn’t actually filming. Rather, he appears to be looking around for something to film. Just guessing, but could that be Alyea before he entered the TSBD building? On second thought, that may be too early in time for him to get to that place. But we do see his face as he looks toward the camera. Maybe someone can compare his appearance with other images of the known cameramen in Dealey Plaza at that time.

   Robin - Thanks but those images are Not the snippet of a, "Hat? Wearing guy with a camera pressed to his face", that I was referring to. The segment I referred to occurs when Darnell pans to his left and he also then captures the 2 Press Busses on Houston Street. This portion of the snippet begins at 0:07. It only runs for roughly 1 second.  Wiegman was supposed to be the only on-the-ground cameraman wearing a Hat immediately following the kill shot. The Camera + His Hat is routinely used to ID Wiegman immediately following the assassination there inside Dealey Plaza. The mystery cameraman + hat? adds a 2nd cameraman fitting Wiegman's general appearance. And of course, this Mystery Camera Guy appears to have his camera aimed in the general direction of The Knoll, Stemmons Sign, Zapruder Perch, etc. Those possible images at that very early stage following the assassination could be very revealing.

The similarity is based on the arm position which appears to be holding something bright.
Personally, it looks to me like the arm of the woman in the white coat/dress reaching for the handle of the open front door. The woman you believe the arm belongs to is actually stood inside the lobby, but it's not her arm.
Look at the pic more closely and you'll see the angle is all wrong. Her upper arm would be unrealistically long.
The pic Robin posted shows the position of the door handle on the open front door.

I don't think this is the same woman as Prayer Woman.
