Given the issues with the timing of Adams and Styles, and then Garner following them, it is interesting to read Elsie Dorman description of her actions following the shooting.
 
"When the "trouble" started, she discarded "picture taking" and ran from her window....out the back door (still on the fourth floor) and looked on the other side the west end closer to the triple underpass."

This strongly hints that she moved quickly to the rear of the 4th floor. Garner appears to indicate she followed Adams and Styles and they left the window immediately, and she was the first person in the area and then was joined by others, that Garner go their before Dorman, who described herself as running to the location.
