Was General Charles Willoughby the Mastermind of the JFK Assassination?

Rob Reiner's podcast series, Who Killed JFK?, claimed that Willoughby was the tactician behind the JFK assassination. Dick Russell claimed in his JFK Lancer speech that Willoughby was the mastermind.
There is absolutely no evidence to support either allegation.
