That is Officer Foster, seen throo the gap in the barrier. 
Fpster had a short conversation with the patrolman standing on the barrier.
Officer White who was stationed on the west side of the triple underpass has by the time of that pix walked over to guard the rear of the TSBD.
Officer White had a short conversation with Adams & Styles who had exited the TSBD, & told them to go back.


Here's part of what Foster said to Counsel Ball with the Warren Commission:

Mr. BALL - What did you see was happening?
Mr. FOSTER - Saw the president slump over in the car, and his head looked just like it blew up.
Mr. BALL - You saw that did you?
Mr. FOSTER - Yes, sir.
Mr. BALL - And what did you do then?
Mr. FOSTER - Well, at that time I broke and ran around to my right - to the left - around to the bookstore.

Mr. BALL - Now, did you have any opinion at that time as to the source of the sounds, the direction of the sounds?
Mr. FOSTER - Yes, sir.
Mr. BALL - What?
Mr. FOSTER - It came from back in toward the corner of Elm and Houston Streets.
Mr. BALL - That was you impression at that time?
Mr. FOSTER - Yes, sir.
Mr. BALL - Was any shot fired from the overpass?
Mr. FOSTER - No, sir.
Mr. BALL - Did you see anyone with a weapon there?
Mr. FOSTER - No, sir.
Mr. BALL - Or did you here any sound that appeared to come from the overpass?
Mr. FOSTER - No, sir.
Mr. BALL - Where did you go from there?
Mr. FOSTER - Went on around the back side of the bookstore.
Mr. BALL - Immediately?
Mr. FOSTER - Yes, sir.
Mr. BALL - Did you see anybody coming out that side of the bookstore?
Mr. FOSTER - No, Sir.
Mr. BALL - Back side? What do you mean by that?
Mr. FOSTER - Well I guess you would say the northwest side of it.
Mr. BALL - Were there any people in the railroad yards around the bookstore at that time?
Mr. FOSTER - Yes, sir. There was a pretty good crowd beginning to gather back in that area.
Mr. BALL - At that time?
Mr. FOSTER - Yes, sir.
Mr. BALL - Had you seen anybody over at the railroad yard north and west of the bookstore before you heard the shots fired?
Mr. FOSTER - No; other than people that had come up there and I sent them back down the roadway.
Mr. BALL - I see. People had attempted to get on the overpass there?
Mr. FOSTER - Yes, sir.
Mr. BALL - And you had sent them away?
Mr. FOSTER - yes, sir.

Think of the time it took this crowd to assemble at the bridge in this pic...

AND then, read Foster's testimony where he says that right after he saw the president slump over in the car, "I broke and ran around to my right - to the left - around to the bookstore."

NO... you didn't "break and run" anywhere... you sat on your rear end behind the bridge...

Yes, plus everything that i said/wrote in my posting.
Yes, Foster took some minutes before he took off.
Officer White did not take some minutes.

Foster likely committed perjury.
It would be interesting to check his background. He was in the army at some point... I wonder if he was a trained marksman... become assassin...

It does seem that Officer JW Foster lied to the Warren Commission!
Why did he do this?
I think he's guilty of pulling the last trigger...
Why did the crowd gather at the bridge?
Because that is likely from where those close to the scene heard the fatal shot...
Didn't some also testify to seeing smoke from this area?

   How do you know that is Officer Foster we are seeing through the gap in the barrier? There were 2 DPD cops positioned atop the Triple Underpass that day. How are you able to ID that DPD Cop as being Foster?
 If you're basing that Foster ID on the timeline of Adams & Styles, their timeline was called into question by the WC Testimony of Billy Lovelady. It took DPD Motorcycle Officer Haygood roughly 2 minutes to climb atop The Triple Underpass, yet you are already placing DPD Officer White at the rear of the TSBD? Really? This also begs the question of WHO Specifically ordered White to leave his post atop the Triple Underpass and then instead guard the rear of the TSBD LESS than 2 minutes following the Kill Shot?

Correct... actually, this could be someone other than Foster or White... A lot of questions about 100% identity...
BUT no question at all that the crowd at the scene gathered at this location, likely thinking the fatal shot was fired from this general direction... and we have a photo of someone in a police uniform sitting at the very best location for shooting the president, between the bridge supports...
If it is Foster, he absolutely lied in his testimony... If it isn't, we still have a very, very likely assassin sitting on the overpass.... IMO

I had a look at about 4 other photos of Foster taken within the hour.
All showed the badge on top of his shoulder, the badge near top of his shoulder, the badge on his chest, & bullets in his belt.
Praps Officer White had the same.
Another thing, Holland said that he & Foster sped off to the carpark/fence..... but Foster duznt seem to mention Holland, or did he?
Foster told Officer ? ? ? that he saw movement in the rail yard.... but Foster duznt seem to mention that here?
I cant remember why Officer White sped off to the NW corner of the TSBD..... did White have a radio?
