If Oswald WASN'T a shooter, how many bad guys were required altogether for the planning, the "patsy-ing" the shooting, and the cover up?

For example (in no particular order):

The placing of LHO in the TSBD, the choosing of the motorcade route, the tying of the mail-order Carcano to Oswald, the planting of the Carcano and the three spent shells on the sixth floor, the placing of LHO's prints on the Carcano and on the boxes and the bag, getting Frazier to say he saw Oswald carry a long package into the TSBD, getting Oswald to shoot (or appear to shoot) Tippit, getting someone to stick a rifle barrel-looking pipe out the Sniper's Nest window for Amos Euins to see, getting someone to shoot at JFK from the Sniper's Nest (or pretend to shoot at JFK from the Sniper's Nest) getting Oswald to act suspiciously at the theater, arranging for the burying of someone other than LHO in LHO's grave, getting Howard Brennan to identify Oswald as the shooter, getting the autopsy doctors to lie, etc, etc, etc.?
